Companies as RL Agents

Today on the tube I had a realization (that is probably common): in a capitalism system, a company is an RL Agent, where the profit is the objective function. I wonder if this analogy can be explored further?

Legislative entropy

Was listening to Patrick Mckenzie podcast, when he mention something to the line of “legislation is scar tissue”. Planning and regulation systems are built to counter act failures. So, one can think of it as Entropy? How could one analyze this?
